On Thursday, April 27, 2017, BCA conducted a Board Workshop for Winters Joint Unified School District in order to develop the scope of work for the Phase 2 development of the Winters High School Modernization, which is being funded by the Measure D bond program. Participants where provided with an aerial map, conceptual site plan for the high school and elements of the modernization, including various classroom wing designs, an administration wing, existing classroom wing renovations and stadium/athletic field improvements. The participants were given a budget and each project element included a projected cost with escalation for one, three and five years into the future depending upon the phase of construction. Brian Whitmore, AIA, LEED AP led the teams through various alternatives for the Phase 2 project along with Van Pelt Construction Services, which provided the cost modeling information. The teams developed various scenarios to spend the Measure D funds which was presented and documented for future incorporation into the scope of work. The process was both enlightening and challenging for the Board and members of the public that participated in the workshop. This gave participants a first-hand look at how to strategically spend funds and prioritize projects given a limited budget and effects of construction escalation. The final scope of work will be presented at the Board Meeting on May 18, 2017.
